What We Do
Shared Services Payment Network (SSPN) provides for both real-time payments, settled on a gross basis; and deferred payments, settled on a net basis. Real-time payments are branded as Real Time Gross Settlement (RTGS) payments. Within SSPN, RTGS payments are individually submitted using SWIFT MT message formats. SSPN uses standard SWIFT MT message formats for both CUBENET (SSN payment system gateway) and ATS (ATS is the Central Bank payment system) settlement along with custom SWIFT messages developed by Montran in Project: BZ_ATS_CDS_2015 for the Central Bank of Belize. Although SSPN supports all of the below message formats, messages will be allotted to each PCU on an individual basis based on the services a PCU offers.
What is a CUAN?
CUAN stands for Credit Union Account Number. It is a standard developed by BCUL for credit unions that will indirectly participate in the APSSS through Shared Services Network Ltd. The main purpose of a CUAN is to ensure straight-through processing of inter credit union and ATS payments, thereby promoting the efficiency of the transfer of funds. The CUAN is made up of the following elements: a two-digit credit union identifier code and a two-digit branch code, followed by a basic bank account number (BBAN) consisting of no more or less than 12 digits, totaling 16 digits.
Why is CUAN needed?
During the implementation of the APSSS, the Central Bank of Belize decided to implement a hybrid messaging system. Messages are used by the ATS for the transferring of funds. The messages contain information, such as the pseudo-BIC, that allows the ATS to route payments to corresponding institutions and accounts. Commercial banks operate a network of branches with a centralized database, but each account number is unique. Therefore, once a message is received by a commercial bank, its core banking system can route the payment to an account within its centralized database, irrespective of the branch where the account is located. All participating credit unions maintain their own databases and account numbering systems and there is the possibility that two members from different credit unions can share similar account numbers. As SSNL is the only direct participant, payments from the ATS will be routed to SSNL through its pseudo-BIC. The Central Bank is only required to issue a pseudo-BIC to its direct participants. Therefore, a CUAN was required for SSNL to be able to identify and further route payments to and from credit unions. To ensure that payments reach the right account, SSNL requires that all participating credit unions utilize the CUAN system.
